DETROIT -- The race to build battery-powered cars intensified Monday as General Motors Corp. unveiled plans to build a battery plant in Michigan and automakers offered more electric and hybrid vehicles, an important but costly growth area for a cash-strapped industry struggling to survive and develop next-generation products.
